Campaign set is purchased via Classic Commendations at the Classic PvE Vendors. They are earned by daily quests in Ilum, Belsavis, Black Hole and Section X, Level 50 HM Flashpoints, and Level 50 SM Operations.

The empire one is so much better than the rep one…I hate that they transform when you mail them to the opposite faction.
I dont think the empire one is nicier, e prefer the sage one
