Is this still obtainable in 4.x?
Yes. The level 8 vendors are the only ones that didn’t disappear.
I have visited both Coruscant (area bellow Senate Plaza) and DK (eastern part of the city) and I found Level 8 Vendor on both of these planets. However he does not sell this lightsaber, only some moddable starter gear for new players.
Try the one on fleet. I checked right when 4.0 came out and the weapons and offhands were for sale.
Visited fleet suplies section and found level 8 vendor. He sells the same things as Coruscant / DK vendors. Image shows these items in alphabetical sort.

This particular lightsaber (not the model, just this specific named one) is no longer obtainable in-game due to the changes to many of the vendors found on various planets and locations (fleet, etc.). I was fortunate to get this on my first Jedi Sage prior to 4.0, and have kept it and will always be sure to upgrade it and have it. I like the name of it, as well. I think it fits well with a Jedi Sage. I hope BW brings back those vendors in some capacity or at least the equipment they provided. There were some really nice weapons and items and I think their value of visual aesthetics would be great for players’ character and companion equipment customization, today. (For example, the Balmoora vendor near the Republic base used to sell an oversized techblade that was perfect for melee companions such as Qyzen Fess, Khem Vaal, or even Bowdaar (although I think Bowdaar looks best with a classic vibroblade).
