Can I still get this helmet skin in Shadow of Revan with comms or is the only way now to get this helmet skin to do 55HM ops and hope for an Unassembeled Underworld Headgear token drop? If so, are 55HM ops doable with a smaller group (than intended) lvl 60’s?

I believe you can only use the tokens, and I’d probably just go in with an 8 man group.
